eHBLs are used when the shipping process involves freight forwarders or NVOCCs. In this scenario, a freight forwarder or NVOCC buys cargo space from a carrier, divides that space, and resells it to individual shippers.

Once the carrier that sold the cargo space to the freight forwarder or NVOCC has issued an electronic Master Bill of Lading (eMBL). By using WaveBL, the freight forwarder or NVOCC can recieve the master eBL and issuing its eHBLs on the same platform.
